The parks are reaching capacity pretty much every single weekend. On-site guests are given priority to enter even if the parks are at capacity. Off-site guests have to wait to enter as people leave. If the park reaches capacity, they close the parking garages, it’s posted on digital signs in the park, and it is listed in the Universal app. If you are staying off-site and visiting Universal, make sure to arrive at least 30 minutes prior to park opening. If the parks reach capacity, do not exit the park unless you are leaving for the day or you won’t be able to re-enter. If you have park-to-park tickets, utilize the Hogwarts Express to hop between parks. During this time, Express Passes are highly recommended. If you did not purchase them in advance, then you can purchase them upon your entry to the park. Do not wait until later in the day as EP do sell out – especially when the parks are busy.
